Smart metering capability towards harnessing distribution network flexibility: gaps and disparity quantification

With the growing share of intermittent distributed energy resources, the need for distribution network flexibility to contribute to network management is inevitable. We present a systematic framework for classifying strategies to harness these resources based on their availability and management type. The current smart metering landscape across European countries is reviewed, covering deployment rates, communication technologies, meter ownership, and data management, among others. An assessment follows, highlighting the gap between expectations of smart meter-based services and the current capabilities of these devices, and we also provide recommendations.
